The ISOK Project (IT system for protecting the country against extraordinary threats) is being realized by the National Board of Water Management in cooperation with:
The main goal of the ISOK Project is to develop a homogeneous IT system, ready to be widely used, aimed at protecting the society, economy and the environment against extraordinary threats, as well as supporting decision processes in case a crisis situation materializes. Within the ISOK Project, the Head Office of Geodesy and Cartography is responsible for development of referential databases of spatial data, that would be used for crisis management. In order to ensure highest quality of these data, we have designed the Management System for Numeric Terrain Model (System Zarządzania Numerycznym Modelem Terenu - SZNMT) – it will support the processes of collecting, updating and quality management for the numeric data as well as offering these data to ISOK.
The NMT System will cooperate with solutions implemented in GUGiK, under the Geoportal 2 Project.
The partners of Geoportal 2 Project include the Rescue Services: Police, Fire Service, Medical Rescue, Regional Centers for Rescue Reporting.
Representatives of these services participate in development of the Universal Map Module (UMM) tools, under the Geoportal 2 Project. The UMM should be understood as dedicated software, using referential spatial data as well as operational spatial data of the rescue services. It will support operational activities of the services in questions, increasing their efficiency in the following areas: reaction to events, managing fleet and local units, performing analyses on operational data, reporting. The tools provided will support the work of analysts, controllers and local units.
Support provided by the representatives of the Rescue Services in the process of UMM development included: participation in drafting functional requirements for applications as well as for their integration with the operational systems already used by the rescue services. In addition to that, the representatives did also participate in evaluating the technical documentation and testing.
Until now, UMM has been implemented in the Geodesy and Cartography Documentation Centre. The next step will include integration of these solutions with operational systems of the Rescue Services.
The cooperation between GUGiK and the Rescue Services is regulated by a signed agreement, this document allows to provide beneficiaries of the UMM with access to both software and referential spatial data.
Marshal offices dispose of numerous public registers and referential spatial data, which are of vital importance for the National Spatial Data Infrastructure (Krajowa Infrastruktura Informacji Przestrzennej - KIIP). According to the Act on spatial data infrastructure, the Marshal Office of the Świętokrzyskie Voivodship should provide access to its spatial data via spatial data services, thus becoming a node of the National Spatial Data Infrastructure.
In order to fulfill the above mentioned obligations, the Marshal Office of the Świętokrzyskie Voivodship became a beneficiary of the SDI Module solutions.
The SDI Module means a set o tools that support the controller of spatial data in his activities of collecting and managing spatial data, creating metadata as well as publishing the services for searching, browsing and collecting and transferring information within the National Spatial Data Infrastructure.
Within the IT infrastructure of the Marshal Office of the Świętokrzyskie Voivodship, the following elements of the SDI Module will be implemented:
With the use of SDI Module, the Marshal Office of the Świętokrzyskie Voivodship will be able to offer homogeneous and standardized services for spatial data.
Implementation of the SDI Module in the Marshal Office of the Świętokrzyskie Voivodship will ensure the transfer of data between different nodes of the National Spatial Data Infrastructure, that are being developed under another project – e-Świętokrzyskie – aimed at development of the IT infrastructure in local self-government units in the Świętokrzyskie region.
The cooperation is regulated by an agreement signed with the Marshal Office of the Świętokrzyskie Voivodship.
The Board of Spatial Data Infrastructure participates as a partner in all activities concerning the INSPIRE initiative as well as in development of the National Spatial Data Infrastructure, which are realized by GUGiK. The Board should be understood as an advisory and opinion-making body, supporting the Minister of Administration and Digitalization, created under the Act on spatial data infrastructure (Dz.U. 2010 nr 76 poz. 489).
The Board of Spatial Data Infrastructure aims at creating, developing and proper functioning of the spatial data infrastructure in Poland.
Its activities include evaluating projects of legal acts, standards, organizational, scientific and educational projects as well as plans and reports relating to infrastructure, including those that relate to coordination, cooperation and contacts with the European Commission.
In addition to the above mentioned, the Board of Spatial Data Infrastructure, acting as a body in charge of development of the spatial data infrastructure in Poland, puts forward initiatives relating to increasing efficiency of the infrastructure on organizational and technical level, as well as broadening its scope.
The Board consists of representatives of government and self-government organs, scientific institutions and NGOs.
The Board is an important partner of the Geoportal 2 Project. Its decisions, opinions and recommendations regarding development of the spatial data infrastructure in Poland have an influence on activities that are being undertaken in the Project.
The Board is passing resolutions and decisions in the following areas: managing metadata of the spatial data sets, testing specifications of spatial data covered by the INSPIRE Directive and thus by the Act on spatial data infrastructure, harmonizing national spatial data sets as well as all other areas influencing development of the spatial data infrastructure – designing the development of spatial data infrastructure.
Within the Geoportal 2 Projects, these resolutions of the Board regarding development of the national spatial data infrastructure, are being implemented.
