Description of the GBDOT project
The main goal of the BBDOT project (Georeferencyjna Baza Danych Obiektów Topograficznych (GBDOT) wraz z Krajowym Systemem Zarządzania – eng. Georeferential Database of Topographic Objects together with the National Management System) is to analyse, collect, transform and offer spatial information for the entire country, including the below mentioned topographic objects, with accuracy responding to topographic maps in 1:10 000 and 1:50 000 scale:
- Watercourse networks;
- Road and railway networks;
- Terrain development networks;
- Area coverage complexes;
- Buildings and installations;
- Area usage complexes;
- Other spatial objects;
The results of the project will include actual and complete data sets in the database of topographic objects for the entire country.
A National Management System for the Database of Topographic Objects (Krajowy System Zarządzania Bazą Danych Obiektów Topograficznych - KSZBDOT)will be developed within the project. The system is dedicated for service of thematic data sets:
- a database of topographic objects (baza danych obiektów topograficznych - BDOT10k);
- a database of geographic objects (baza danych obiektów ogólnogeograficznych - BDOO)
- standard cartographic studies.
The above mentioned data sets, which are often referred to as referential data sets, will be offered via Geoportal services, e.g. spatial data services.
Beneficiaries of the project will include: public administration entities, entrepreneurs and citizens.
Data offered from KSZBDOT will be used by public administration units as referential data for creating their own databases and as source data for performing analyses and studies needed due to their statutory obligations.
Entrepreneurs will be able to use KSZBDOT data in order to create their own knowledge centers, products with spatial references or in planning and decision-making processes, related to new investments.
Citizens, gaining access to data collected in KSZBDOT, will improve their awareness of the surrounding space and environment, and will thus become more precise while planning their activities in multiple areas of their lives, e.g. relating to communication. In addition to that, they will be saving time needed to obtain the information, which become available online.
Connections between the GEOPORTAL system and the GBDOT project
Transfer of data in IIP (Spatial Data Infrastructure)
The Geoportal system and the National Management System for the Database of Topographic Objects (Krajowy System Zarządzania Bazą Danych Obiektów Topograficznych - KSZBDOT) are exchanging services, which are mutually dependent.
Geoportal plays the integrator role within the GUGiS Information Systems. It ensures data offering services, for all thematic systems.
The thematic systems, such as KSZBDOT, provide the Geoportal system with data and metadata, which are being loaded automatically within a single architecture.
The Geoportal system, using the services for publishing spatial data:
- offers information on data sets, via services for searching spatial data,
- provides access to PRG data sets, via services for browsing and collecting spatial data.
The Geoportal system and KSZBDOT are also cooperating in the area of creating and publishing harmonized data sets, compliant to INSPIRE data specifications, for the Transport Networks theme (Road Transport, Railway Transport, Water Transport, Air Transport). Drawing from data collected from BDOT10k or BDOO (maintained in KSZBDOT), the Geoportal system generates harmonized data sets and metadata for these data sets. Subsequently, they are being published with the use of Geoportal System tools and published via the following services:
- INSPIRE Discovery,
- INSPIRE View,
- INSPIRE Download.
The above mentioned assures fulfillment of Poland's obligations to the European Union, stemming from the INSPIRE Directive – access to data from the Transport Networks theme.
In addition to offering data from KSZBDOT, the Geoportal system will support sale of data from the thematic systems. The online shop will distribute data from BDOT10k, BDOOO as well as topographic and geographic maps.
The Geoportal system will also dispose of a dedicated distribution channel – a service for offering large data volumes, for which the capacity of standard spatial data services might not be adequate.
Metadata
The Geoportal system provides KSZBDOT with tools to verify the quality of metadata files, created under cartographic activities. The process uses a metadata validator. The Geoportal system does also provide tools for creating, editing and generating metadata files – metadata editor and metadata generator.
Integration with ePUAP
Providing homogeneous access and integration of thematic systems (including KSZBDOT) with ePUAP is a vital role of the Geoportal system. During project realization, requests relating to servicing of e.g. cartographic applications or requests for access to data, will be registered in the platform. Requests registered via a service based on ePUAP will be collected with the use of the Electronic Inbox, generating and Official Confirmation of Receipt (Urzędowe Poświadczenie Odbioru) and equipped with the possibility to identify the user, thanks to the Trusted Profile service (Profil Zaufany). Realization of these services will be provided by ePUAP tools while the Geoportal system will provide integration with ePUAP.
Providing infrastructure services
The Geoportal and KSZBDOT services are functioning within a single, services oriented architecture (designed under the SIG initiative). This approach allows to provide functionalities as services, instead of having them doubled in more than one system.
In this model, the Geoportal system acts as integrator – providing infrastructure services for KSZBDOT:
- security service,
- monitoring service.
The Geoportal system provides authentication and authorization tools as well as a coherent data warehouse of users – to be used by tools developed under KSZBDOT.
Covering KSZBDOT with monitoring services ensures verification of e.g. accessibility of tools and services as well as their capacity.
Supporting the quality management processes
The Geoportal system provides an access point for any user who wants to send a request informing on an error in the data sets published. That kind of request is registered by the Geoportal system web site and subsequently forwarded to the Help Desk System and further support lines – and finally to specialists in the respective areas.
The table below presents connections between business services of the Geoportal 2 project and business services of the GBDOT project – it should be treated as supplementary to the description presented above.
The services presented on the chart have been divided into 2 groups – operating and investment services (investment services have been presented on grey background).
The operating services are necessary for realization of basic goals of the project – they correspond to functionalities of system solutions that are developed within the projects. The investment services relate to:
- realization of the investment process, which involves a change in project organization,
- managing architecture documentation,
- project management,
- maintenance of systems developed under the projects.
Description of the TERYT2 project
The main goal of the TERYT 2 project is to provide online access to the national register of borders and areas of territorial division units as well as implementation of solutions related to maintenance of address registers.
Within the project, we have developed a database for the national register of borders and areas of territorial division units. The scope of information gathered in the register is defined by the Ordinance of the Cabinet of January 10th 2012, on the national register of borders and areas of territorial division units (the Journal of Laws – Dz.U. z 2012 nr 0, poz. 199), and includes:
- the national borderline,
- the lines of administrative divisions,
- the lines of territorial divisions with regard to local attribute of courts, prosecutor's offices, police of fire rescue,
- registers of address points within the country.
The database of the national register of borders and areas of territorial division units is maintained within the Management System of the National Register of Borders (System Zarządzania Państwowym Rejestrem Granic - SZ PRG). It is equipped with tools and interfaces to external systems, allowing for automatic updating of the data sets, quality management, offering and transformation of data.
Within the TERYT2 project, we have also developed the EMUiA Application – a tool for the local administration units, supporting their activities in the area of maintaining the registers of places, streets and addresses.
The TERYT 2 project provides access to actual, referential databases of spatial data to all citizens using the Internet, as well as those who are engaged in any registration activities, regarding the spatial localization, borderlines and addresses.
For the public administration customers (both government and self-government administration), the project offers address information, localized in space, all kinds of borderlines (administrative borders, territorial attribute borders, special borders). In case of the self-government administration, the project will provide referential data for tools that are used for daily cooperation with citizens – defining addresses, confirming the personal ID number (PESEL), confirming territorial attributes of local institutions, registering enterprises, tax registration, etc.
Entrepreneurs, e.g. geoinformation companies, network operators, real estate companies, banks, any companies dealing with distribution and deliveries, will be provided with direct on-line access to trustworthy spatial data.
The group of potential beneficiaries does also include any kind of services that utilize address data and spatial localization of those data in their command and management systems – police, fire rescue, ambulance, institutions responsible for crisis management as well as services that operate of defined territory, such as forest inspectorates, courts, prosecutor's offices, tax offices, etc.
Relations between the GEOPORTAL system and the TERYT 2 project
Support in providing access to data
The Geoportal system and the PRG Management System are closely connected. Geoportal acts as intermediary in offering spatial data services and infrastructure services – it is integrating thematic systems functioning within the Head Office of Geodesy and Cartography.
The connection can be seen in the rule, that all thematic services, including the PRG Management System, supply the data and metadata warehouses of the Geoportal system.
The Geoportal system uses the spatial data publication services to:
- offer information on data sets (metadata), via services for searching spatial data
- provides access to PRG data sets, via services for browsing and collecting spatial data.
The Geoportal system does also support realization of one of the main goals of the TERYT 2 project – offering online access to the national register of borders and areas of territorial division units.
The Geoportal system and the PRG management system are also cooperating in the area of creating and publishing harmonized data sets, compliant to INSPIRE data specifications, for the Administrative units and Addresses themes. Drawing from data collected from the PRG Management System, the Geoportal system generates harmonized data sets and metadata for these data sets. Subsequently, they are being published with the use of Geoportal system tools and published via the following services:
- INSPIRE Discovery,
- INSPIRE View,
- INSPIRE Download.
The above mentioned assures fulfillment of Poland's obligations to the European Union, stemming from the INSPIRE Directive – access to data from the Administrative units and Addresses themes.
Providing infrastructure services
The Geoportal system does also provide infrastructure services for the PRG Management System and the EMUiA Application:
- security service,
- monitoring service,
- access to documents collected under the public services initiated by ePUAP.
The Geoportal system provides all tools created under the TERYT 2 Project with authorization, authentication mechanisms as well as a coherent warehouse of user data.
Covering the PRG Management System and the EMUiA application with a monitoring service ensures verification of e.g. accessibility of tools and services as well as their capacity
The Geoportal system will also provide a possibility to sell the data sets created under the TERYT 2 project, via an online shop service.
The Geoportal system provides an access point for any user of data or services related to data coming from PRG register, who identifies an issue regarding their accuracy or operations. In such case, users can utilize tools for registering the request within the Geoportal system. Requests would then be serviced by the Help Desk system and forwarder to respective specialists – in case of PRG, that would mean the teams maintaining the PRG Management System or administering the EMUiA Application.

The ISOK project description
The main goal of the project IT system for protecting the country against extraordinary threats (Informatyczny system osłony kraju przed nadzwyczajnymi zagrożeniami – ISOK) is to develop a system for protecting the society, economy and the environment against extraordinary threats, by means of creating an electronic platform, together with referential registers, that will be an important tool for crisis management.
The project is being realized by a consortium, led by the National Board for Water Management, and joined by the following members:
- The Head Office of Geodesy and Cartography,
- The National Institute of Telecommunications,
- The Institute of Meteorology and Water Management
The consortium members are under support from the Government Security Center.
Being a trustee of the National Geodetic and Cartographic Resource, the Head Office of Geodesy and Cartography participates in the project, in the activities related to creating inventory of data resources that will be valuable for crisis management as well as building referential databases in that area. The most valuable data for the ISOK Project are collected in the database of topographic objects (BDOT) as well as the numeric terrain model (NMT) and its derivatives.
Under a Project, the Head Office of Geodesy and Cartography will create a Management System for the Numeric Terrain Model, which will be integrated with ISOK. The system will be used for collecting, updating and managing quality of NMT data, as well as offering referential data for crisis management – for the ISOK system.
Direct beneficiaries of the ISOK project will include the institutions responsible, by virtue of the Act on crisis management, for preventing crisis situations, preparing to take control over these, via prepared actions, and reacting in case a crisis situation materializes.
Relations between the Geoportal system and the ISOK Project
The ISOK Project is one of the beneficiaries of solutions planned and implemented under the Geoportal 2 Project.
The Management System of the Numeric Terrain Model (System Zarządzania Numerycznym Modelem Terenu - SZNMT) is the element of ISOK that will form the closest links with the Geoportal 2 Project.
The Geoportal system and SZNMT will be providing each-other services, that are mutually interrelated (see: Table 1).
The Geoportal system will provide spatial data for SZNMT, via the following services:
- searching,
- browsing,
- collecting.
The above mentioned services will use mechanisms provided by the Geoportal system and spatial data managed by the SZNMT.
Apart from offering data from SZNMT, the Geoportal system will support sale of those data – the online shop will distribute data from NMT and their derivatives.
The Geoportal system will also dispose of a dedicated distribution channel – a service for offering large data volumes, for which the capacity of standard spatial data services might not be adequate.
